Modify Residential Terminology, Add More Explicit Notices (#6)

* Add lowercase "state".

* Add more explicit message about stance on law vs Law.

* Improve the language, split a section.

* Change more wording.

* Further enhance wording.

* Avoid saying state or country since I don't currently fully understand the definitions.

* Make the paragraph read slightly better.
