Grocery sized bags can be tossed at gas stations, convenience stores, and grocery stores.
Large bags may need taken to the landfill if you cannot find anywhere that gives permissions to use their dumpster. Soem gas stations and laundromats are OK with this if you ask first. I have not had much luck with grocery stores.
