Huge refactor and upgrade!

double lined menu
replacing page images with banner images
moving homepage's apps section to its own page
adding an announcements section on homepage
rewording of items across the entire site
more consistent look and feel
use PHP more dynamically

Also some big changes on the back end!!

background task to check if files have updates
logging enhancements

Docker setup also got some necessary upgrades to help support this.

branch can be set in .env
resources are now set in .env
Dockerfile keeps the git repo
